Overview:

The Bureau of Reclamation (Reclamation) is seeking Water Information System (WIS) technologies featuring data management, decision-support, communication and improved cybersecurity functions to support water-related decision making.

 

Background:

WIS are comprehensive tools or platforms that collect, manage, analyze, and disseminate data related to water resources. These systems integrate various types of data, from hydrological, meteorological, environmental, to socioeconomic, and allow for effective water management, planning, and decision-making.

The WISs provide essential information to support water and water-related decision-making by Reclamation staff, customers, and stakeholders.

The systems collect different types of data including river flow and stage; reservoir inflow, outflow, and elevation; water quality data; precipitation; and others. In some cases, the data is critical to life-and safety operations for flood risk management in places where on the ground weather and hydrologic conditions can change in the space of hours. During these periods, it is critical that the mission operators of the infrastructure have consistent and continuous access to data. Some of these data are shared externally through the Reclamation Information Sharing Environment (RISE) or other external-facing public applications.

 

Required features:

· Data management: The system needs to be able to import, store, verify, edit, display, and output data, as well as calculate/summarize basic statistics. Provide alert/alarm notifications (e.g., visual or auditory alarms, email, chat, or text notifications) when specified data or system conditions are met.

· Secure operation: Including encrypting data-in-transit and data-at-rest, supporting security configurations, supporting network segmentation and firewalls, using encrypted domain name system (DNS), and multi-factor authentication for users.

· High reliability: Users should be able to remotely access the system and the system should maintain high reliability, even during network outages.

 

Optional features:

  • Analysis with artificial intelligence and machine learning techniques.
  • Storage of discrete sample data (e.g., water quality sample data).
  • Self-service analytics and customized dashboard creation.
  • Storage and sharing of large and/or unstructured data sets.

 

Example Use Cases:

  • Manage Reservoir Systems for floods, power generation, and water supply.
  • Plan and operate water and hydropower system operations.
  • Modeling/Forecasting water supply, modeling flood and drought conditions, making projections of future operations, including releases, diversions, spills, and power generation, and modeling climate change.
  • Account for Water: Account for releases, deliveries, bypasses, diversions, return flows, evapotranspiration, and actual consumptive uses and evaluate actual water use against approved schedules.
  • Track Power Operations: Track power generation, including tracking generation changes and unit efficiencies.
  • Prepare for Emergencies: Plan for emergencies that affect or involve dams, reservoirs, and related facilities and make decisions during emergency situations.
  • Plan Maintenance Activities: Plan facility maintenance activities with consideration for reservoir operating plans and forecasts.
  • Plan for future operations: Plan for future reservoir operations, including evaluating proposed changes to operational guidelines and planning for climate change.
  • Monitor Environmental Conditions: Monitor environmental conditions, including animal populations and water quality, including salinity.
